Governor Phil Scott issued a 10-page executive order on September 17th of this year, with the intent of reducing regulatory barriers to speed up housing development in Vermont. The goal is to help the state build the projected 40,000 new homes needed by 2030. If we look outside of Vermont, these policy themes of land use reform, permit streamlining, and environmental regulation are emerging nationwide.
